On September 14, 2007, President George W. Bush signed into law the Honest Leadership and Open Government Act of 2007 (HLOGA), a comprehensive ethics and lobbying reform bill that amends the Lobbying Disclosure Act of 1995 (LDA) and internal House and Senate rules on ethics and procedures. A number of these amendments have significant implications on how registered lobbying entities, such as FIU, may interact with Members of Congress and Congressional staff. In addition, lobbyists and organizations that retain or employ lobbyists must now comply with increased lobbying disclosure requirements. HLOGA significantly increased civil or criminal penalties for violations of the LDA requirements.
To comply with the law, FIU is required to report, on a quarterly basis, all lobbying activities conducted by faculty and staff with certain federal elected officials, staff, federal agencies and federal agency staff. In addition, FIU is now required to certify twice a year that it is in compliance with House and Senate rules relating to the provisions of gift and travel. HLOGA significantly increased civil or criminal penalties for violations of the LDA requirements.
